3. SALIENT CHARACTERISTICS.
3.1 Material. The high performance dry dog food shall be prepared from high quality materials and shall be processed using good manufacturing procedures as defined by the Federal Food, Drug, and Cosmetic Act. The product shall meet the requirements of the minimum testing protocol for proving a maintenance claim for a dog food as specified in the Official Publication of the Association of American Feed Control Officials (AAFCO), 1992. The optional procedure of performing either growth or gestation/lactation protocols in lieu of performing the maintenance protocol shall not be acceptable. In addition, the product must conform to the AAFCO Nutrient Profiles for Dog Foods for adult maintenance minimums and maximums as applicable. The product shall be formulated as a “premium/performance-type” balanced diet for the working dog. This will require a higher caloric density and a higher total digestibility than found in maintenance-type dog foods. The product shall have a minimum metabolized energy (ME) of 4.1 kcal/gram dry matter digestibility of 83%.
3.2 Marking. In addition to marking requirements of the contract or purchase order, the normal commercial labeling of the product shall be present.
3.3 Regulatory requirements. The product shall comply with all applicable Federal State mandatory requirements and regulations relating to the preparation, packaging, labeling, storage, distribution, and sales of the product in the commercial marketplace. All deliveries shall conform in every respect to the provisions of the Federal Food, Drug, and Cosmetic Act and regulations promulgated thereunder.
4. QUALITY ASSURANCE PROVISIONS.
4.1 Contractor’s certification. The contractor shall certify that the product offered meets the specified salient characteristics of this CID and conforms to the producer’s own specifications and standards, including the product storage and handling practices.
